A Pennsylvania-based higher education support organization is seeking a Developer, COTS/PeopleSoft to join its Enterprise Systems team in Harrisburg, PA (Hybrid). This contract-to-hire opportunity offers the chance to support and enhance approximately 30 enterprise applications built on Oracle PeopleSoft, including Financials and HR/Payroll modules. Ideal candidates may be early-career technologists or experienced developers with strong SQL Server, object-oriented programming, and enterprise application support experience who are looking to grow within a collaborative, mission-driven environment with long-term career potential.

Required Skills & Experience

  • SQL Server experience with the ability to read, write, and troubleshoot SQL queries
  • Object-oriented development experience using C#, VB.NET, .NET, or comparable technologies
  • Understanding of APIs, Windows Services, and system integrations
  • Experience working within a structured IT environment supporting enterprise applications
  • Knowledge of software development life cycle (SDLC) processes
  • Experience developing, testing, documenting, and maintaining application solutions
  • Ability to participate in code reviews and technical design discussions
  • Strong analytical and problem-solving skills
  • Excellent written and verbal communication skills
  • Ability to support production systems and participate in on-call rotations

Desired Skills & Experience

  • Oracle PeopleSoft Financials experience
  • Oracle PeopleSoft HR/Payroll experience
  • Exposure to enterprise application integrations
  • Experience with source control and code repository management
  • Networking or server administration experience
  • Knowledge of functional and unit testing methodologies
  • Bachelor's degree in Computer Science, Information Technology, Information Systems, or related field
  • Experience supporting large-scale, long-running business applications
  • Public sector, education, or government technology experience

Daily Responsibilities

  • Build, enhance, and maintain solutions within PeopleSoft Financials, HR/Payroll, and related applications
  • Develop and execute unit tests and support functional testing efforts
  • Participate in code reviews and technical review sessions
  • Troubleshoot application issues and support production environments
  • Maintain technical documentation and code repositories
  • Work with team members to improve application performance and reliability
  • Participate in a shared on-call support rotation
  • Collaborate with business and technical stakeholders to deliver application improvements

Location: Harrisburg, PA (Hybrid)

Employment Type: Contract-to-Hire

Pay: $35-45/hr
