Join the SLCo Health Department* as the Performance & Data Analyst responsible for leading the Salt Lake County Opioid Settlement Fund (OSF) performance management.  Earlier this year, the Salt Lake County Council approved a five-year plan, which is multi-faceted and data-informed to reduce opioid misuse, overdoses and overdose deaths.  The plan focuses on prevention, treatment, and the intersection of OUD and those in the criminal justice system. In this role, you will ensure that settlement resources are invested strategically and responsibly and enhance community impact.

JOB SUMMARY

Drives innovation, goals and metrics for performance management, collaborates with Information Technology (IT) to design and support data collection and management solutions using approved County platforms and standards. Conducts quantitative and qualitative research. Ensures all data access, handling, and reporting activities comply with County IT policies, security standards, and applicable federal and state regulations.

This position serves within the Human Services executive team as a flexible, departmentwide resource, working across divisions and County departments to implement the OSF Plan. The role blends program administration, data analytics, stakeholder coordination, and contract management to support high impact, evidence-based initiatives.

The Performance & Data Analyst will help analyze how the Opioid Settlement Fund (OSF) projects and dollars impact the opioid epidemic and the broader community as well as develop the data metrics and visualizations that inform policy makers, including the use of performance-based budgeting. This position will be required to work closely with the OSF Project Manager, and should have strong understanding of performance management, the ability to maintain data collection and management systems, skills to conduct quantitative and qualitative research, attention to detail, the ability to work in evolving circumstances, an understanding of public health and social services system, and the ability to communicate effectively with county leadership and a broad spectrum of stakeholders.

The Salt Lake County Department of Human Services brings together seven service areas—Aging & Adult Services, Behavioral Health Services, Criminal Justice Services, the Health Department, Indigent Legal Defense, USU Extension Services, and Youth Services—to advance the well‑being, stability, and resilience of individuals, families, and communities. Operating at the intersection of public policy, direct service delivery, and community partnership, the Department addresses complex, overlapping challenges including criminal justice involvement, substance misuse, mental health, and public health.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in Data Analytics, Information Science, Economics, Sociology, Business Administration, Public Administration, Public Policy, or related field plus four (4) years of related experience; OR an equivalent combination of related education and experience.

Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.

ESSENTIAL FUNCTIONS

  • Designs, develops, and maintains data products including reports, dashboards, visualizations, presentations, and data narratives for internal management and public reporting in alignment with County data standards and approved analytics platforms.

  • Collaborates with IT staff to design, enhance data solutions, analytical tools, and reporting infrastructure.

  • Supports the agency in collecting, managing, analyzing, interpreting, and reporting performance and operational data to inform program and policy decisions subject to IT data access controls and governance processes.

  • Provides training, technical assistance, and feedback to staff on the use of data tools, analytic methods, and reporting standards consistent with County-approved tools and practices.

  • Advises on data collection best practices to include survey design, data quality standards, and appropriate use of administrative and external public data sources in alignment with County data governance standards.

  • Identifies and leads data-focused research, analytic pilots, and short-term projects to improve measurement, insight generation, and decision support in alignment with County standards.

  • Research and evaluates national best practices, analytic methodologies, and emerging data technologies related to performance measurement and analytics.

  • Contributes to and implements data management, data sharing, and data quality policies and procedures in alignment with County data governance standards.

  • Supports agency data governance and privacy initiatives to promote consistent compliance with applicable federal laws, state laws, and County policies, including CJIS and other criminal justice data requirements in coordination with IT Security and Compliance teams.

  • May supervise staff engaged in data analytics, reporting, or data governance functions.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA)

Knowledge of:

  • Quantitative and qualitative research methods

  • Data visualization tools

  • Data programming languages/tools

  • SQL and relational database

  • Database extraction, data cleaning, data wrangling, and basic data analysis

  • Advanced features and formulas in Excel or Smartsheet

  • Data sharing, security, privacy, and related regulations

  • Project management methods and tools

  • Personnel supervision, management, and development

  • Data security frameworks and regulatory compliance (e.g., CJIS, HIPAA)

Skills and Abilities to:

  • Analyze business and technical processes and determine ways of making them more efficient

  • Engage in building a culture of data literacy and continuous performance improvement

  • Monitor emerging technology and tools (e.g., Artificial Intelligence) and evaluate opportunities and challenges of applying new technologies and tools to performance management and data analysis

  • Work under pressure and meet tight deadlines

  • Maintain confidentiality and professionalism

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

Work duties are typically performed in a general office setting, sitting or standing for long periods of time at a computer.

IMPORTANT INFORMATION REGARDING THIS POSITION

This hybrid position works Monday through Friday, 8:00 AM to 5:00 PM.

*There is a strong likelihood this position will move to be housed and managed at the executive level of the Human Services Department. The SLCo Health Department falls in the Human Services portfolio, and this position will work closely with Health Department analysts.
