Our diverse teams of innovators unite around a singular purpose: empowering our customers to succeed in their critical missions. We believe in leading with integrity, investing in our communities, and building sustainably for tomorrow.
Your opportunity to lead transformation. Leidos is seeking an experienced Software Engineering & Platforms Manager to lead software engineering, DevSecOps, data platforms, and enterprise automation initiatives supporting the United States Coast Guard's Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) in Alexandria, VA. In this role, you will lead a multidisciplinary team responsible for developing, integrating, modernizing, and sustaining mission-critical software platforms and enterprise technology solutions. You will partner with government leadership, cross-functional technical teams, and industry partners to drive engineering excellence, accelerate digital modernization, strengthen platform capabilities, and deliver innovative, scalable solutions that support Coast Guard missions.
Ready to engineer solutions that matter?
The Software Engineering & Platforms Manager plays a central role in providing technical leadership, strategic direction, and delivery oversight across a diverse portfolio of software engineering and enterprise platforms. This role bridges technical execution, program management, and customer engagement, with accountability for engineering quality, operational performance, and successful delivery of mission-critical capabilities. Key responsibilities include leading multidisciplinary engineering teams; overseeing DevSecOps and CI/CD capabilities, data engineering and integration platforms, and enterprise automation solutions; coordinating with technical partners; managing project schedules, resources, and technical risks; and driving continuous improvement, modernization, and workforce development.
Primary Duties:
-
Lead, coach, recruit, develop, and evaluate multidisciplinary teams of software/platform engineers, DevSecOps and site reliability engineers, data and integration specialists, automation engineers, and product or technical leads; establish clear accountability and succession depth.
-
Own integrated technical delivery across DevSecOps and Software Platforms (DSOP), Data Fabric, and Enterprise Automation (UiPath), aligning roadmaps, priorities, resources, schedules, dependencies, and outcomes with USCG stakeholders.
-
Provide credible hands-on technical leadership through architecture and design reviews, troubleshooting, technical tradeoff analysis, and quality assurance; guide secure, scalable, maintainable, mission-focused solutions.
-
Oversee DevSecOps engineering, CI/CD toolchains, GitLab and Atlassian ecosystems, code security, platform engineering, site reliability, and low-code application platform support including Appian.
-
Guide data platform and integration engineering spanning Databricks, Confluent and streaming services, Kong/API management, Qlik analytics, data pipelines, and data governance; ensure interoperability, security, and operational supportability.
-
Direct enterprise automation delivery, including UiPath platform operations, robotic process automation development, process automation, bot lifecycle management, infrastructure, and customer adoption.
-
Coordinate technical interfaces, integration dependencies, delivery expectations, and knowledge transfer with the Enlighten partner team supporting the COASTAL cyber data platform, application support, data integration, and mission analytics; do not assume direct personnel management of partner staff.
-
Partner with Cloud Engineering, Cloud Operations, Cybersecurity, PMO, government product owners, and external vendors to deliver secure solutions aligned to federal security requirements, DevSecOps practices, and operational handoff.
-
Manage integrated work plans, Agile backlogs, milestones, estimates, staffing capacity, technical risks, issue resolution, performance metrics, and delivery commitments; implement transparent reporting and corrective actions.
-
Serve as a trusted advisor to USCG and Leidos leadership; present technical recommendations, architecture alternatives, status, tradeoffs, risks, and mitigation strategies to technical and nontechnical audiences.
-
Oversee technical documentation, implementation plans, design artifacts, runbooks, governance decisions, and continuous-improvement efforts across the software and platform portfolio.
Basic Qualifications:
-
Bachelor's degree in Computer Science, Software Engineering, Information Technology, or related discipline (or equivalent relevant experience, subject to program requirements).
-
8+ years of progressively responsible software, platform, DevSecOps, data, automation, or related engineering experience, including 3+ years supporting federal government contracts or programs.
-
4+ years of direct technical people management or engineering leadership, including oversight of multidisciplinary teams and multiple concurrent delivery workstreams.
-
Strong technical depth in software/platform engineering, DevSecOps, cloud-based systems, or enterprise integration, with ability to evaluate designs and resolve complex technical issues.
-
Experience delivering through Agile/DevSecOps practices and managing schedules, resources, backlogs, dependencies, quality, risks, and customer commitments.
-
Working knowledge of CI/CD pipelines, software security, APIs/integration patterns, cloud services (AWS and/or Azure), and operational sustainment.
-
Ability to lead specialists across diverse technology areas without being the primary hands-on administrator of every platform.
-
Excellent written, verbal, stakeholder-management, and executive briefing skills.
Clearance Requirement:
- Current and active Public Trust, consistent with the existing USCG Cloud Modernization position requirements; ability to maintain required access.
Preferred Qualifications
-
Experience supporting DHS, USCG, DoD, or similarly complex federal civilian modernization programs.
-
Experience managing teams of 10+ technical personnel, including technical leads, product managers, vendors, and subcontractor partners.
-
Practical familiarity with GitLab, Atlassian/Jira/Confluence, Appian, Databricks, Confluent, Kong, Qlik, and UiPath; deep expertise in every listed platform is not required.
-
Experience integrating enterprise data platforms, low-code platforms, automation capabilities, and secure cloud-native services.
-
Experience with NIST RMF, FISMA, ATO requirements, secure software delivery, and Zero Trust principles.
-
PMP, Certified ScrumMaster, AWS/Azure technical certification, or relevant DevSecOps, data, or automation credentials.
