Description of Work
Recruitment Range: $96,513 - $119,415
IMPORTANT NOTE: This posting closes at 11:59:59 PM the night BEFORE the End Date listed.
Do you want to help shape how North Carolina invests in its future technology? This Attorney IV role offers a unique opportunity to make a lasting impact. In this position, you will provide high level legal services to the Department of Information Technology (DIT), working independently with minimal supervision and focusing on statewide IT procurement, contracting, and related legal matters.
The Service to State Agencies Section provides a full range of legal service, including litigation before State and federal tribunals, to a number of State agencies or agency components, including the Administrative Office of the Courts, the Department of State Treasurer, the Department of Natural and Cultural Resources, the Office of State Human Resources, the State Human Resources Commission, the Credit Union Division of the North Carolina Department of Commerce, the North Carolina Department of Information Technology and the Wildlife Resources Commission.
DIT is the State’s central agency for procuring and managing information technology assets, including hardware, software, IT project design and oversight, and IT security. The department is responsible for standardizing and designing statewide IT network architecture, ensuring agencies follow uniform IT principles, and providing long‑term planning for North Carolina’s technology infrastructure. DIT also delivers central telephony services, mainframe computing, and statewide implementation of new IT systems—such as E‑Commerce initiatives. Local governments may also utilize DIT’s services and contracts.
This Attorney IV will:
• Serve as one of the lead attorneys for the statewide IT Procurement Section. • Provide expert legal guidance on IT procurement, intellectual property, and technology contracting. • Independently review IT contracts for attorneys across the Department of Justice. • Advise on both large‑scale and smaller DIT procurement contracts. • Conduct contract negotiations and prepare detailed contract reviews. • Represent DIT in legal matters. • Draft and occasionally prepare briefs for criminal appeals before the North Carolina Court of Appeals and Supreme Court. • Perform other assignments as assigned by DIT and/or the Department of Justice.
The Attorney IV must be a self‑starter who can independently manage all aspects of assigned procurements, cases, and related matters with minimal supervision. The attorney is expected to work collaboratively within the team, keep internal and external stakeholders informed of key developments, and coordinate effectively with colleagues across both the Section, DIT, and Department of Justice.
