We are currently seeking a Program Manager. This position is a full-time opportunity located on-site at Tyndall Air Force Base, near Panama City, FL.
The Program Manager will provide project management support to government programs focused on Research, Development, Test and Evaluation (RDT&E) efforts in Civil Engineer Robotic and Autonomous Systems Technologies (CERAST) in support of the U.S. Air Force Civil Engineer Center. This role sits within the Defense and Material Solutions (DMS) Business Line, National Security Business Unit, Advanced Materials and Energetics (AME) Division.
The selected candidate will build, shape, and lead the CERAST Program — directing day-to-day execution while managing cost, schedule, and technical performance. Active research areas include unmanned/autonomous systems, robotics, sensor/payload integration, rapid damage assessment, cybersecurity, RF communications, and artificial intelligence.
Responsibilities
As a Program Manager, the selected individual will lead a multidisciplinary research program supporting national security RDT&E objectives. Responsibilities may include:
- Lead program teams with ultimate responsibility for meeting cost, schedule, quality, and technical/contractual performance of the CERAST program
- Build upon current programs to secure new projects, guide internal investment strategy, orchestrate market engagements, and grow the program into larger markets
- Manage client expectations and leverage client relationships to develop additional business opportunities
- Work closely with engineering leads to ensure high-quality, mission-relevant deliverables and with Division Managers to drive execution and innovation
- Establish and maintain scope, budget, and schedule baselines; report performance against those baselines and manage approved changes
- Apply processes and procedures to identify, analyze, classify, prioritize, and manage program risks; formulate a risk management plan that assigns responsibility and specifies mitigation approaches and contingencies
- Establish project performance metrics that ensure successful program completion
- Prepare and deliver program reports and contract deliverables, including monthly status reports, financial expenditure reports, program management reviews, weekly leadership updates, and biweekly SITREPs
- Integrate safety policies and regulations into the project plan, including early identification and elimination of hazards, development of program safety measures, and implementation of standard workplace safety practices
- Support Battelle pipeline growth through coordination of multi-disciplinary project and proposal teams across multiple business lines and supporting teammates
Key Qualifications
- Bachelor's degree and a minimum of 7 years of relevant work experience
- Experience leading engineering and Research and Development programs
- Experience planning and tracking projects using program management software
- Experience preparing research proposals, research plans, and test plans; writing technical papers; executing RDT&E activities; and leading professional teams responsible for multiple concurrent RDT&E efforts
- Experience mitigating risks through proactive management and remediation of personnel, program, client, and security issues, including tracking trends and communicating KPIs
- Candidate must be a U.S. Citizen with the ability to obtain and maintain a SECRET security clearance.
Preferred Qualifications
- PMP Certification
- Experience with unmanned systems, autonomous systems, and sensor/payload integration
- Graduate degree (PhD preferred; master's degree plus 12 years of experience, or bachelor's degree plus 16 years of experience, may be substituted) in a field of science or engineering relevant to CERAST or airbase technologies
- Minimum of 15 years of experience in RDT&E since graduation
