About the job

Responsibilities

We are seeking an experienced Senior Program Manager to lead the delivery and ongoing management of multiple IT programs supporting state government customers in the New England region.

This is a senior, customer-facing leadership role responsible for successful program delivery, customer relationships, financial performance, team leadership, and identification of account growth opportunities.

The successful candidate will serve as a trusted advisor to customers and work closely with technical teams, account leadership, and business development/capture organizations to deliver high-quality solutions, manage contractual commitments, maintain strong financial performance, and identify opportunities for continued growth.

This is not a traditional business development role. The primary responsibility is program and account delivery. However, the successful candidate must have the business acumen and customer relationships to recognize on-contract growth opportunities, expansion opportunities, and new business opportunities within existing accounts and the broader New England region.

The ideal candidate is someone who can run the business, not simply manage the projects, someone who takes ownership of delivery, customer relationships, financial performance, team leadership, and the future growth of the account.

Key Responsibilities

Program & Delivery Management

  • Lead multiple software development, application maintenance, and IT support programs.

  • Ensure programs are delivered on schedule, within budget, and in accordance with contractual commitments.

  • Establish strong program governance, including schedules, milestones, risks, issues, dependencies, and performance reporting.

  • Provide leadership and direction to program managers, technical leads, developers, business analysts, testers, and other delivery resources.

  • Proactively identify delivery risks and develop effective mitigation plans.

  • Ensure appropriate processes are in place for requirements management, testing, release management, production support, and overall SDLC execution.

  • Maintain strong delivery discipline while adapting processes and methodologies to the customer's environment.

  • Ensure customer commitments are clearly understood by delivery teams and consistently met.

Customer Relationship Management

  • Establish and maintain strong relationships with customer executives, IT leadership, program managers, and business stakeholders.

  • Serve as a trusted advisor and senior point of contact for assigned programs.

  • Understand customer priorities, challenges, business needs, and future technology requirements.

  • Communicate effectively with both technical and non-technical stakeholders.

  • Proactively address customer concerns and resolve issues before they become escalations.

  • Lead customer meetings, program reviews, status discussions, and executive briefings as required.

  • Build relationships that support long-term customer satisfaction and account growth.

  • Represent Peraton professionally and strengthen the company's position within customer organizations.

Account & Financial Management

  • Maintain accountability for program and account financial performance.

  • Monitor revenue, cost, staffing, utilization, forecast, backlog, and EBIT performance.

  • Identify and implement actions to improve program and account profitability.

  • Ensure staffing levels and resource assignments are aligned with contractual commitments and financial objectives.

  • Work with account leadership and finance organizations to maintain accurate financial forecasts.

  • Identify financial risks and take corrective action when required.

  • Understand the relationship between scope, staffing, delivery performance, customer satisfaction, revenue, and EBIT.

  • Maintain appropriate financial discipline across assigned programs and accounts.

Contract & SOW Management

  • Manage large IT contracts involving application maintenance and support, software development, and staff augmentation.

  • Develop and manage Statements of Work (SOWs), including scope, assumptions, staffing, schedules, deliverables, and pricing.

  • Work with technical teams to develop realistic estimates and delivery approaches.

  • Identify scope changes and potential contract modifications.

  • Support customer discussions and negotiations regarding scope, schedule, staffing, and funding.

  • Ensure contractual requirements and assumptions are clearly understood by delivery teams.

  • Monitor contract performance and proactively identify potential scope, funding, or delivery issues.

Account Growth & Opportunity Identification

  • Proactively identify on-contract growth opportunities, contract expansion opportunities, and new business opportunities within assigned customer accounts and the broader New England region.

  • Develop strong relationships with customer stakeholders to understand emerging business and technology needs.

  • Identify opportunities to expand existing programs, add capabilities, increase scope, or pursue follow-on work.

  • Maintain awareness of customer budgets, priorities, upcoming initiatives, and procurement activities.

  • Bring potential opportunities to account leadership and work collaboratively to qualify and develop them.

  • Partner with account leadership, capture, business development, and technical teams to develop opportunities.

  • Support development of SOWs, estimates, proposals, presentations, and customer briefings.

  • Help convert identified opportunities into funded work while maintaining primary accountability for program delivery.

Qualifications

Required Qualifications

  • 12+ years of IT experience, with significant experience managing software development, application maintenance, and/or IT support programs.

  • Demonstrated track record of successfully delivering complex IT programs.

  • Strong experience managing software development projects and application maintenance/support operations.

  • Strong understanding of the Software Development Life Cycle (SDLC).

  • Experience managing technical teams and working with software architects, developers, business analysts, testers, and other technical resources.

  • Strong customer relationship management skills, including experience working directly with senior customer stakeholders.

  • Experience developing Statements of Work, estimates, staffing plans, schedules, and delivery assumptions.

  • Experience managing large IT contracts involving maintenance and support, software development, and/or staff augmentation.

  • Strong understanding of program and account financial management, including revenue, cost, staffing, forecasting, and EBIT/margin.

  • Experience with Agile methodologies and the ability to adapt delivery practices to different customer environments.

  • Demonstrated ability to identify account growth opportunities and contribute to development of new work.

  • Excellent written, verbal, presentation, and executive communication skills.

  • Ability to manage multiple priorities and operate effectively in a complex customer environment.

  • Must a US Citizen or Green card holder.

  • Must reside within reasonable commuting distance of the Boston, Massachusetts and Rhode Island markets and be available for occasional onsite customer meetings and program activities.

Preferred Qualifications

  • Bachelor’s degree in computer science, Information Technology, Business, Engineering, or a related field.

  • Experience working with state and local government customers.

  • Previous experience supporting Massachusetts or Rhode Island state agencies.

  • Experience with application modernization and legacy technology environments.

  • Experience managing large, multi-year government IT contracts.

  • Experience managing a combination of fixed-price, time-and-materials, and labor-hour contracts.

  • Experience with government procurement and contracting processes.

  • Experience managing distributed technical teams.

  • PMP certification strongly preferred.

  • Experience identifying and developing expansion opportunities within existing government accounts.

  • Experience working with application maintenance and support organizations.

  • Experience managing staff augmentation programs.
