Job Description

Key Responsibilities

Integrated Master Schedule Development & Maintenance

  • Develop, baseline, and maintain comprehensive Integrated Master Schedules for test and launch capital projects, incorporating all phases from concept through commissioning and operational handover

  • Decompose project scope into logically sequenced, resource-loaded Work Breakdown Structures (WBS) with clearly defined milestones, critical path, and float analysis

  • Establish and maintain schedule baselines in coordination with Program Managers, Project Engineers, and Construction Management teams

  • Integrate sub-tier contractor and supplier schedules into the program-level IMS, ensuring alignment and traceability across all contributing work packages

Critical Path & Risk Analysis

  • Perform rigorous critical path method (CPM) analysis to identify schedule drivers, near-critical paths, and areas of schedule risk

  • Conduct schedule risk analysis (SRA) using probabilistic methods (e.g., Monte Carlo simulation) to quantify schedule confidence levels and support realistic milestone commitments

  • Identify schedule threats and opportunities early; develop and track mitigation actions in collaboration with project stakeholders

  • Support development of Schedule Risk and Opportunity Registers, maintaining alignment with the project risk management framework

Earned Value & Performance Measurement

  • Support or lead Earned Value Management System (EVMS) implementation and reporting for capital projects, including performance measurement baseline (PMB) establishment, variance analysis (SV, SPI), and Estimate at Completion (EAC) forecasting

  • Prepare and present Schedule Performance Index (SPI) trend analysis and critical path impact assessments to program leadership and internal customers

  • Generate weekly and monthly schedule status reports, variance analysis narratives, and corrective action plans for internal and external stakeholders

Capital Project Planning Integration

  • Collaborate with Facilities, Construction Management, and Infrastructure teams to integrate civil, structural, mechanical, electrical, and systems installation activities into cohesive project schedules

  • Coordinate schedule inputs for long-lead procurement, permitting, regulatory approvals, safety reviews, and test readiness milestones specific to launch and test site development

  • Support Test Readiness Reviews (TRR) and other formal gate reviews with schedule data packages and milestone trend analysis

  • Align capital project schedules with vehicle development program schedules to ensure ground infrastructure is delivered in support of test and launch commitments

Cross-Functional Coordination & Stakeholder Engagement

  • Serve as the primary scheduling interface between Program Management, Engineering, Construction, Test Operations, Safety, and Launch Site Operations teams

  • Facilitate schedule integration meetings, schedule status reviews, and look-ahead planning sessions with cross-functional stakeholders

  • Provide schedule guidance, training, and oversight to junior planners and project team members contributing schedule data

  • Communicate schedule status, risks, and impacts with clarity and confidence to audiences ranging from working-level teams to executive leadership

Process Improvement & Standards

  • Champion scheduling best practices, tools standardization, and process improvements across the test and launch capital projects portfolio

  • Develop and implement scheduling procedures, work instructions, and templates consistent with industry standards (e.g., DCMA 14-Point Assessment criteria, GAO Schedule Assessment Guide)

  • Support maturation of Blue Origin's scheduling capability through lessons learned documentation, toolset enhancements, and mentorship of less experienced schedulers

  • Demonstrated experience applying Critical Path Method (CPM) and schedule risk analysis techniques including Monte Carlo simulation tools (e.g., Acumen Fuse, Oracle Risk Analysis, @Risk)

  • Familiarity with WBS development, logic network building, resource loading, and baseline change control processes

  • Working knowledge of capital project delivery processes including design, procurement, construction, commissioning, and systems integration in a launch or test facility context

Preferred Qualifications

  • Experience scheduling aerospace test facility, launch complex, or propulsion test stand construction and activation projects
