Job Description

AECOM is seeking an established professional services leader to drive the growth, strategy, and profitability of its Transportation Construction Management Inspection (CM) practice in Utah. Based in Utah, the UDOT Transportation CM Senior Manager will play a pivotal role in expanding AECOM’s presence across the state, strengthening relationships with the Utah Department of Transportation (UDOT), municipalities, counties, and other transportation agencies, and leading the delivery of high-quality construction management services for critical infrastructure projects.

This is an exciting opportunity for a strategic, entrepreneurial leader who combines a strong understanding of transportation construction with a proven ability to develop client relationships, win new business, and build high-performing teams. The successful candidate will help position AECOM for continued growth in Utah’s evolving transportation market, supporting infrastructure investments that improve mobility, safety, and connectivity throughout the state. The role requires an active presence in the marketplace, close collaboration with regional and national leadership, and the ability to balance business development with project delivery, operational performance, and talent development.

Utah’s transportation program offers opportunities to support highway improvements, corridor upgrades, interchange projects, bridge construction, and other infrastructure initiatives. AECOM’s established transportation expertise and multidisciplinary capabilities provide a strong platform for expanding CM services and supporting UDOT and local agency priorities.

Ideal Candidate Profile

We are seeking a growth-oriented transportation leader with established relationships across UDOT, Utah cities and counties, and other public-sector transportation clients. The ideal candidate will understand the Utah transportation construction market and bring the strategic vision, client engagement skills, and operational leadership needed to grow a profitable CM practice.

This individual will demonstrate the ability to:

  • Build and expand client relationships, identify emerging market opportunities, and develop a sustainable pipeline of transportation construction management work.

  • Establish, recruit, and lead a high-performing team capable of delivering complex construction management and inspection assignments.

  • Demonstrate a successful track record of winning work, managing client accounts, and delivering profitable professional services.

  • Communicate effectively with agency executives, project stakeholders, technical professionals, and AECOM leadership.

  • Foster a collaborative, client-focused culture that prioritizes technical excellence, safety, quality, and professional development.

The successful candidate will serve as both a business leader and an active participant in pursuits and project delivery, working collaboratively across AECOM’s Transportation organization and other business lines to advance strategic growth throughout Utah.

Key Responsibilities

  • Lead the development and execution of AECOM’s Utah CM business strategy, establishing priorities for market expansion, client engagement, business development, and profitable growth.

  • Build and maintain strong relationships with UDOT, regional transportation agencies, municipalities, counties, and other public-sector clients to identify opportunities and position AECOM for future work.

  • Serve as a senior representative of AECOM in Utah’s transportation marketplace, promoting the firm’s construction management, construction engineering, inspection, and program management capabilities.

  • Identify, pursue, and secure new business opportunities, including leading capture strategies, developing client account plans, and coordinating proposal development and interview preparation.

  • Initially operate as both a business developer and a hands-on project leader, supporting key pursuits and providing project management or technical leadership when needed.

  • In collaboration with local, regional and national leadership, develop and implement annual strategic business plans that address sales, bookings, net service revenue, profitability, and other key performance indicators.

  • Lead the recruitment, development, and retention of construction management professionals, inspectors, resident engineers, and project managers to support anticipated market growth.

  • Establish a high-performing team culture focused on safety, quality, technical excellence, accountability, client satisfaction, and employee development.

  • Oversee the delivery of CM services for transportation infrastructure projects, ensuring compliance with applicable UDOT requirements, contract documents, specifications, schedules, budgets, and quality standards.

  • Support project teams in resolving complex construction issues, managing project risks, coordinating stakeholders, and maintaining effective communication with clients and contractors.

  • Monitor business performance, project financials, staffing needs, resource allocation, and operational effectiveness to achieve established financial and strategic objectives.

  • Collaborate with AECOM’s Transportation leadership and other business lines to pursue multidisciplinary opportunities and cross-sell complementary services throughout Utah.

  • Participate in local professional organizations, industry events, and community engagement activities to strengthen AECOM’s reputation and visibility in the Utah market.

  • Share market intelligence, client feedback, and competitive insights with leadership to inform strategic planning and identify emerging opportunities.

  • Promote AECOM’s commitment to ethical business practices, environmental stewardship, workplace safety, inclusion, and professional excellence.

Utah Transportation Market Opportunity

Utah is advancing a substantial statewide transportation construction program, creating opportunities for experienced leaders to help deliver complex infrastructure improvements. In March 2026, UDOT announced $2.8 billion in new construction projects, with 176 projects scheduled to begin and another 57 continuing from previous years.

Major initiatives include the 2100 North freeway connection between Mountain View Corridor and I-15 in Lehi, improvements to I-80 and its bridges, the Legacy Parkway expansion, and widening projects on I-15 in southern Utah. These programs reflect continued investment in highway capacity, bridge rehabilitation, traffic safety, and regional mobility.

The successful candidate will help translate these market opportunities into sustained business growth, build trusted agency relationships, and establish AECOM as a leading partner for transportation construction delivery in the state.

Qualifications

Minimum Requirements

  • Bachelor’s degree in Engineering and 10+ years of relevant engineering, project delivery, and business development experience or demonstrated equivalency of experience and/or education, including 2+ years of leadership, strategy, growth and P&L operations experience.

  • Active Professional Engineer (PE) license, with the ability to obtain and maintain professional engineering licensure appropriate for practice in Utah.

Preferred Qualifications

  • 20+ years of relevant engineering and project delivery experience with 5+ years of experience in business development, capture management, and account management.

  • Ability to teach and mentor technical staff by demonstrated knowledge of relevant technical skills and tools.

  • Team-oriented and able to work in a fast-paced environment with minimal supervision.

  • Ability to balance various project and company responsibilities and deadlines while maintaining professionalism and quality.

  • Active involvement in local Utah transportation and engineering professional organizations.

  • Project work history that includes notable, applicable construction management experience on transportation projects within Utah.

  • Demonstrated success developing and executing strategic growth plans, securing new contracts, managing client accounts, and achieving business financial objectives.

  • Experience leading multidisciplinary construction management and inspection teams on highway, bridge, interchange, and other transportation infrastructure projects.

  • Familiarity with UDOT construction specifications, contract administration practices, project delivery methods, and public-sector procurement processes.
