Introduction

The Maryland Insurance\r\nAdministration (MIA) is an independent State agency that regulates Maryland’s\r\n$49 billion insurance industry and protects consumers by monitoring and\r\nenforcing insurers’ and insurance professionals’ compliance with State\r\nlaw.� Staff members are subject matter experts who serve as a resource for\r\nlawmakers, consumers, and other public and private entities.�\r\n\r\nThe MIA is charged with a broad range of responsibilities including the\r\nlicensure of insurance carriers and insurance producers (brokers/agents)\r\noperating in Maryland, the conduct of financial examinations of companies to\r\nmonitor financial solvency, and the review and approval of rates and contract\r\nforms.� The MIA investigates reports of consumer fraud and consumer\r\ncomplaints about life, health, automobile, homeowners, and/or property\r\ninsurance.� Insurance carriers are subject to market conduct examinations\r\nand other actions to monitor compliance with Maryland law.� The MIA also\r\nhas a unit dedicated to consumer education and outreach, which participates in\r\nhundreds of events and reaches thousands of individual consumers annually.\r\n

POSITION DUTIES

The MIA is recruiting to\r\nfill a contractual Financial Regulation Analyst position. Under the direction\r\nof the Chief Examiner of the Financial Regulation Division, the Analyst will\r\nlead the research, data collection, and report drafting required to fulfill\r\nSenate Bill 890 (2026) which will evaluate the overall utilization of captive\r\ninsurance companies by nonprofit health systems and for-profit entities\r\noperating in Maryland. Specifically, the Analyst will research and review\r\nexisting federal and state regulatory and taxation frameworks focusing on\r\nmechanisms used to fund state regulatory oversight and how other states tax\r\ncapital contributions and internal reserves, including whether different tax\r\ntreatments are applied based on the nonprofit or for-profit status of the\r\ncaptive owner. This position will also evaluate the feasibility, utility, and\r\npotential structure of establishing a State registry for captive insurance\r\ncompanies domiciled in other jurisdictions or offshore but used by entities in\r\nthe State; �and analyze how a registry\r\nframework could provide regulatory transparency and fund oversight operations\r\nas an alternative to a premium tax framework, while assessing inter-state\r\nconfidentiality constraints. The Analyst will collect, review, and analyze\r\naggregate compliance data and results from completed investigations regarding\r\nthe unauthorized use of captive insurance by nonprofit and for-profit entities\r\nin the State, ultimately drafting the Senate Bill 890 Report for internal\r\nexecutive review prior to submission to the Governor and the Maryland General\r\nAssembly.\r\n�\r\nThis contractual\r\nposition will work up to 40 hours per week through January 1, 2027.\r\n

MINIMUM QUALIFICATIONS

Education: Possession of a\r\nBachelor’s degree from an accredited college or university.\r\n�\r\n\r\n\r\nExperience: Two years of professional\r\nexperience conducting research, policy analysis, legislative analysis or\r\nrelated analytical work.�\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\n\r\n Experience researching and/or interpreting federal or state laws or\r\n regulations. \r\n Experience drafting legislative or policy reports. \r\n Familiarity with the insurance industry. \r\n Bachelor’s degree in Business Administration, Public Policy, Law,\r\n Political Science or related field. \r\n\r\n\r\n

BENEFITS

Contractual employees who\r\nwork for an agency covered under the State Employee and Retiree Health and\r\nWelfare Benefits Program, have a current employment contract and work 30 or\r\nmore hours a week (or on average 130 hours per month) may be eligible for subsidized\r\nhealth benefits coverage for themselves and their dependents. As a contractual\r\nemployee, you will be responsible for paying 25% of the premiums for your\r\nmedical and prescription coverage, including any eligible dependents you have\r\nenrolled. The State of Maryland will subsidize the remaining 75% of the cost\r\nfor these benefits. You can also elect to enroll in dental coverage, accidental\r\ndeath and dismemberment insurance, and life insurance, but will be responsible\r\nto pay the full premium for these benefits.\r\n�\r\nLeave may be granted to a\r\ncontractual employee who has worked 120 days in a 12 month period. This leave\r\naccrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours\r\nper calendar year.\r\n
