We are currently seeking an experienced Transmission Line Estimator with a strong background in overhead transmission construction ranging from 69kV through 765kV to join our growing team.

Responsibilities

The Transmission Line Estimator is responsible for developing accurate, competitive, and comprehensive cost estimates for overhead transmission line projects ranging from 69kV to 765kV. This role requires extensive knowledge of transmission construction, detailed quantity takeoffs, labor and equipment productivity, material requirements, subcontractor pricing, access and logistics, foundations, structure installation, conductor stringing, and construction sequencing.

Candidates should have strong scheduling experience, with Primavera P6 proficiency strongly preferred, as well as experience with B2W or similar estimating platforms. The position works closely with engineering, procurement, scheduling, and operations personnel throughout the preconstruction and bidding process.

This is an estimating-focused position and does not include project management responsibilities.

Key Responsibilities

  • Prepare detailed labor, equipment, material, subcontractor, and indirect cost estimates for overhead transmission line construction ranging from 69kV to 765kV.
  • Perform detailed quantity takeoffs from engineering drawings, specifications, structure lists, bills of material, geotechnical reports, survey information, and other bid documents.
  • Develop estimates for transmission construction activities including clearing, access roads, construction matting, foundations, drilled piers, structure assembly and erection, conductor installation, stringing, grounding, OPGW installation, and restoration.
  • Estimate projects involving a variety of transmission structure types, including wood, steel, concrete, monopole, H-frame, lattice, and other specialized structures.
  • Analyze construction methods, production rates, crew compositions, equipment requirements, and site conditions to develop accurate labor and equipment pricing.
  • Evaluate right-of-way conditions, access requirements, terrain, environmental constraints, material laydown areas, logistics, and other site-specific factors affecting project costs.
  • Develop and support bid schedules using Primavera P6 or other scheduling tools, incorporating construction sequencing, activity durations, crew requirements, and resource loading.
  • Analyze schedule requirements and construction sequencing to ensure labor, equipment, material, and production assumptions are consistent with the proposed schedule.
  • Solicit, evaluate, and incorporate vendor and subcontractor quotations into estimates.
  • Review subcontractor and supplier scopes to identify exclusions, qualifications, scope gaps, and potential cost impacts.
  • Analyze historical project costs, production data, and field performance to establish realistic productivity rates and estimating assumptions.
  • Participate in pre-bid meetings, owner meetings, project site walks, and internal estimate review sessions.
  • Identify project-specific risks, schedule constraints, access challenges, environmental requirements, outage requirements, and other factors that may affect project costs.
  • Prepare detailed bid summaries, scope narratives, clarifications, exclusions, assumptions, and supporting estimate documentation.
  • Collaborate with engineering, procurement, scheduling, and operations personnel during the estimating process to validate quantities, construction methodologies, productivity assumptions, and constructability.
  • Maintain and improve historical cost databases, productivity information, crew rates, equipment rates, estimating templates, and other estimating resources.
  • Utilize B2W estimating software or similar platforms to develop, organize, and maintain detailed estimates.
  • Support multiple concurrent bids and manage estimating deliverables to meet established proposal and bid deadlines

Qualifications

  • Bachelor's degree in Construction Management, Engineering, Business, Finance, or a related field preferred.
  • Minimum of 5+ years of estimating experience in the utility, power delivery, transmission, or heavy civil construction industry.
  • Demonstrated experience preparing estimates for overhead transmission line projects ranging from 69kV to 765kV.
  • Strong understanding of transmission line construction means, methods, equipment, productivity factors, and labor requirements.
  • Experience reviewing engineering drawings, specifications, bid packages, contracts, and scope documents.
  • Proficiency with estimating software, Microsoft Excel, and related cost estimating tools.
  • Ability to develop conceptual, budgetary, and detailed construction estimates throughout all phases of project development.
  • Strong knowledge of material pricing, subcontractor solicitation, vendor quotations, and market conditions.
  • Experience performing quantity takeoffs and analyzing project risks and opportunities.
  • Ability to collaborate effectively with engineering, operations, project management, procurement, and business development teams.
  • Strong analytical, organizational, and problem-solving skills with exceptional attention to detail.
  • Excellent verbal and written communication skills with the ability to present estimate assumptions and strategies to leadership and clients.
  • Working knowledge of utility owner standards and specifications, including investor-owned utilities, public utilities, and cooperative systems.
  • Ability to manage multiple bids and deadlines in a fast-paced environment.
  • Willingness to travel occasionally as needed to support site visits, pre-bid meetings, customer engagements, and project handoffs.

Preferred Qualifications

  • Experience estimating EPC, design-build, or self-perform transmission construction projects.
  • Prior experience supporting projects for utilities
  • Knowledge of foundation construction, steel structures, conductor installation, fiber integration, and substation interconnection work.
  • Experience with HCSS HeavyBid, InEight, Candy, Accubid, or similar estimating platforms.
