The selected candidate will coordinate technical requirements, manage design reviews, resolve engineering issues, and ensure that technical deliverables comply with project requirements, applicable codes and standards, and Client expectations.
This position is based near Little Rock, Arkansas and is part of a 4–5 year contract. During the first year, remote work is permitted. After the first year, the selected candidate will be required to either reside within commuting distance of Little Rock, AR or be willing to relocate to the area.
Periodic travel and coordination with program leadership, Client representatives, contractors, consultants, equipment suppliers, and on-site personnel may be required.
What You'll Be Doing:
- Lead multidisciplinary engineering, design-management, and technical-support activities across the program.
- Establish engineering-management procedures, technical-review workflows, responsibilities, priorities, and performance expectations.
- Direct engineering managers, discipline leads, engineering technicians, consultants, and other assigned technical personnel.
- Coordinate civil, structural, architectural, mechanical, piping, electrical, controls, process, utility, environmental, fire-protection, and other engineering disciplines.
- Review and coordinate design criteria, calculations, drawings, specifications, studies, reports, technical memoranda, and vendor information.
- Lead multidisciplinary design, constructability, operability, maintainability, safety, value-engineering, and lifecycle reviews.
- Ensure designs are complete, coordinated, constructible, testable, maintainable, and compliant with contractual and regulatory requirements.
- Identify and resolve design deficiencies, technical conflicts, scope gaps, interface issues, and constructability concerns.
- Oversee technical reviews of requests for information, contractor submittals, shop drawings, substitutions, deviations, and design changes.
- Evaluate technical alternatives and communicate potential impacts on safety, quality, cost, schedule, commissioning, and operations.
- Coordinate engineering support during procurement, construction, field investigations, inspections, testing, commissioning, startup, and turnover.
- Work with Project Controls to monitor engineering deliverables, review durations, required decisions, technical milestones, and schedule risks.
- Coordinate with Quality and Safety personnel regarding technical compliance, nonconformances, corrective actions, hazard reduction, and design-related risks.
- Ensure commissioning, testing, startup, operational-readiness, and turnover requirements are incorporated into project designs and technical deliverables.
- Maintain technical decision records and coordinate with Document Control to ensure revisions, approvals, and final engineering records are complete and traceable.
- Prepare technical status reports, risk summaries, decision papers, recommendations, and executive-level briefings.
- Represent Technical Services during Client meetings, contractor meetings, design reviews, risk workshops, readiness reviews, and other assigned forums.
- Promote technical rigor, accountability, collaboration, timely decision-making, and continuous improvement.
- Work remotely during the first year, with the expectation of residing within commuting distance of Little Rock, Arkansas, or relocating to the area thereafter.
- Support periodic travel and coordination with program leadership, Client representatives, contractors, consultants, equipment suppliers, and on-site personnel.
What Required Skills You'll Bring:
- Master’s degree and at least 10 years of relevant experience, or a bachelor’s degree and at least 15 years of relevant experience in engineering, engineering management, construction management, or a related field.
- Experience leading multidisciplinary engineering or design-management teams on a large industrial, manufacturing, infrastructure, Federal, or government program.
- Demonstrated experience managing technical activities through design, procurement, construction, commissioning, turnover, and closeout.
- Experience resolving complex design, construction, equipment, interface, permitting, and operational-readiness issues.
- Advanced leadership and multidisciplinary engineering-management skills.
- Comprehensive knowledge of design management, technical reviews, construction support, configuration control, and project delivery.
- Ability to interpret and evaluate complex drawings, specifications, calculations, reports, technical submittals, and contract requirements.
- Strong knowledge of applicable engineering codes, standards, quality requirements, and accepted industry practices.
- Ability to evaluate technical alternatives and develop practical, well-supported recommendations.
- Strong analytical, troubleshooting, risk-management, problem-solving, judgment, and decision-making abilities.
- Excellent written and verbal communication, facilitation, negotiation, and executive-presentation skills.
- Ability to lead multiple technical workstreams and coordinate effectively with the Client, contractors, consultants, suppliers, and multidisciplinary teams.
- Demonstrated integrity, accountability, sound technical judgment, professionalism, and commitment to safety and quality.
What Desired Skills You'll Bring:
