The selected candidate will establish consistent document-control practices and ensure that drawings, specifications, correspondence, submittals, requests for information, reports, and final records remain accurate, current, secure, traceable, and accessible to authorized users.

This position is based near Little Rock, Arkansas and is part of a 4–5 year contract. During the first year, remote work is permitted. After the first year, the selected candidate will be required to either reside within commuting distance of Little Rock, AR or be willing to relocate to the area.

Periodic travel and coordination with program leadership, Client representatives, contractors, consultants, technology vendors, and on-site personnel may be required.

What You'll Be Doing:

  • Lead the Information Branch and administer the program’s document control and records-management functions.
  • Develop and maintain the Document Control Plan, procedures, workflows, templates, numbering standards, metadata requirements, revision controls, and records-retention practices.
  • Manage the receipt, registration, review, routing, distribution, tracking, storage, retrieval, archiving, and final disposition of controlled project information.
  • Manage document workflows for drawings, specifications, calculations, correspondence, transmittals, submittals, requests for information, changes, inspection records, and commissioning documents.
  • Maintain master document, correspondence, submittal, request-for-information, transmittal, and contractual-deliverable registers.
  • Monitor document reviews, comments, approvals, resubmissions, overdue actions, and backlogs; escalate issues that could affect project performance.
  • Ensure authorized personnel have access to current, approved documents and that obsolete or superseded information is removed from active use.
  • Coordinate document requirements with engineering, construction management, project controls, procurement, quality, safety, commissioning, contractors, and consultants.
  • Support the configuration and administration of document workflows, metadata, permissions, notifications, dashboards, and reports within the PMIS.
  • Perform document and metadata quality reviews and coordinate the correction of incomplete, duplicated, misclassified, or incorrectly revised records.
  • Direct assigned document-control personnel, establish priorities, balance workloads, monitor performance, and provide procedural guidance.
  • Develop user instructions and provide document-control and PMIS training to employees, Client representatives, contractors, consultants, and other authorized users.
  • Produce status reports and performance metrics covering review duration, overdue actions, submission quality, backlog, and required deliverables.
  • Protect confidential, proprietary, procurement-sensitive, security-controlled, and business-sensitive information from unauthorized access or disclosure.
  • Support audits, claims analysis, compliance reviews, and authorized records requests by providing complete and traceable documentation.
  • Coordinate phased turnover and final records, including record drawings, operating manuals, warranties, test results, permits, certificates, training records, and acceptance documentation.
  • Identify opportunities to automate workflows, improve PMIS use, strengthen controls, reduce processing time, and enhance information quality.
  • Work remotely during the first year, with the expectation of residing within commuting distance of Little Rock, Arkansas, or relocating to the area thereafter.
  • Support periodic travel and coordination with program leadership, Client representatives, contractors, consultants, technology vendors, and on-site personnel.

What Required Skills You'll Bring:

  • High school diploma and at least 10 years of document-control or records-management experience.
  • Experience administering document workflows through a PMIS, electronic document-management system, or common data environment.
  • Comprehensive knowledge of document control, records management, information governance, and revision and configuration-control practices.
  • Ability to manage high-volume workflows involving technical documents, correspondence, submittals, requests for information, changes, and final records.
  • Strong knowledge of document numbering, metadata, revision status, permissions, distribution controls, audit trails, and retention requirements.
  • Proficiency with PMIS and electronic document-management platforms.
  • Advanced proficiency with Microsoft Word, Excel, Outlook, Teams, and Adobe Acrobat.
  • Strong leadership, organization, training, customer-service, and workload-management skills.
  • Excellent written and verbal communication skills, including the ability to explain document requirements to technical and nontechnical users.
  • Strong attention to detail and commitment to maintaining accurate, secure, retrievable, and auditable records.

What Desired Skills You'll Bring:

  • Bachelor’s degree and at least eight years of relevant experience.
  • At least five years of experience leading or coordinating document control on a major engineering, construction, industrial, infrastructure, or government program.
  • Experience supporting design, procurement, construction, commissioning, turnover, and project closeout.
  • Experience with Kahua, Procore, Autodesk Construction Cloud, Oracle Aconex, Unifier, SharePoint, or similar platforms.
  • Certified Document Controller, Certified Records Manager, Information Governance Professional, or relevant PMIS or document-management platform certification.
